Section IV: Ambassador to Japan and International Diplomacy (c.1960-1964)
In the late 1950s or early 1960s, Outhong Souvannavong was appointed Ambassador of the Kingdom of Laos to Japan (ages approximately 60-66).
As Ambassador in Tokyo, he:
- represented the Lao monarchy during a critical phase of Cold War diplomacy
- developed relationships with Japanese government and industry leaders
- laid groundwork for future high-level exchanges between Laos and Japan
This service would later make him a natural and essential figure during the 1970 royal state visit.
