Section V: President of the King's Council and Royal Advisor (1965-1975)
In 1965 (age 67), Outhong Souvannavong was formally installed as President of the King's Council (Privy Council).

This position made him:
- the King's principal constitutional advisor
- presiding officer of the upper legislative body
- one of the most powerful non-royal figures in the Kingdom
Only individuals with exceptional trust and seniority were appointed to this role.
